  • If a candidate is given a seat in Round 1 but fails to report to the college or resigns during the prescribed time, he/she is still eligible for participation in subsequent rounds.
  • Candidates failing to register in Round 1 are eligible to register and participate in Round 2 against payment.

Round 2 – Fresh Registration and Upgradation

  • Candidates who registered in Round 1 do not need to register again for Round 2.
  • New candidates who missed Round 1 can register afresh in Round 2 by paying the full Registration Fee and Security Deposit.
  • Those who were not allotted any seat or did not join in Round 1 are eligible to participate in Round 2.
  • Candidates who joined in Round 1 and wish for a better college (upgradation) can fill fresh choices in Round 2.

Tamil Nadu NEET PG Counselling – State Quota

Admission to postgraduate medical courses (MD, MS, Diploma) in Tamil Nadu for the year 2025–2026 is solely based on NEET PG 2025 marks and organized through an online centralized counseling system by the Selection Committee, Directorate of Medical Education, Tamil Nadu. The counselling procedure encompasses seats in Government Medical Colleges, Government Quota seats in Self-Financing Medical Colleges, seats in Rajah Muthiah and ESIC Medical Colleges, and seats applicable under the Dr. M.G.R. Medical University. Round 1 – First Round Counselling

  • This round is open for all shortlisted candidates who have registered and completed the document verification successfully. Candidates are required to log in on the counselling portal and give their prefered choices of institutions and courses as per their priority.
  • Allotment of seats is on the NEET PG 2025 rank, community reservation, seat category (government/service/PwD), and seat availability in the desired institutes.
  • Following allotment, candidates have to download the provisional allotment order, visit the allotted college with original documents, and finalize the admission process including the payment of tuition fees within the notified time.
  • Candidates who do not report or do not join the allotted college within the notified time will forfeit their seat and can get ineligible for subsequent rounds unless otherwise informed.

Round 2 – Second Round Counselling

  • Round 2 is conducted to fill vacancies due to non-joining, resignation, or seat surrender from Round 1 and it also includes newly sanctioned seats if any.
  • Eligible candidates include those who were not allotted in Round 1, those who did not participate earlier, those who were allotted but did not join, and those who joined but opted for upgradation during Round 1.
  • Round 2 fresh choice filling is compulsory and candidates have to lock their new choices. Earlier Round 1 preferences do not get carried forward.
  • Candidates who get admitted in Round 2 are compulsorily required to join their allotted institution. Non-joining will result in forfeiture of tuition fee, ineligibility for subsequent rounds, and possible penalties, including seat blocking restriction in future.

Round 3 – Mop-Up Round Counselling

  • The Mop-Up Round is conducted for unfilled seats remaining after Round 2 and is primarily for candidates who were not allotted seats in the earlier counselling rounds or who have resigned from their previous allotments before the cutoff date.
  • Candidates already holding seats from Round 1 or 2 and not resigned within the notified date are ineligible for Mop-Up Round participation.
  • New registration is not required if already done in previous rounds, but eligible candidates must again submit fresh preferences during this round.
  • Candidates allotted seats in the Mop-Up Round must compulsorily join. There is no option to resign, and any failure to join after allotment will attract seat blocking for future PG admissions and monetary penalties.

Stray Vacancy Round

  • This is the final counselling round to fill any seats left vacant after the Mop-Up Round. It is conducted online and includes a final merit list based on NEET PG ranks.
  • Only those candidates who are not holding any seat from earlier State/All India/Deemed/DNB counselling and have not joined any college are eligible for this round.
  • Candidates allotted seats in this round must join without fail, and there is no option/provision for resignation, withdrawal, or upgradation after allotment.
  • The seats allotted in this round will be final, and not joining will be considered as blocking the seat, which will result in future debarment and financial penalties.

Note: Candidates are allowed to resign their allotted seats within the deadline specified after Round 1 or Round 2. No resignation is permitted after the Mop-Up or Stray Vacancy rounds. Candidates who resign after the allowed period or fail to join after allotment are required to pay the prescribed penalty fee: Rs.10 lakh for PG Diploma courses and Rs.15 lakh for MD/MS degree courses. In addition, tuition fees, caution deposit, and registration fee already paid will be forfeited.
