Punjab NEET PG Counselling 2026 is the admission process for MD, MS, PG Diploma and DNB seats in Punjab, based on the NEET PG 2026 score. NEET PG 2026 is conducted by the National Board of Examinations in Medical Sciences (NBEMS). The state counselling is conducted by Baba Farid University of Health Sciences (BFUHS), Faridkot.
In the government medical colleges, 50% of the seats form the All India Quota (AIQ). These seats are filled at the national level by the Government of India through the Medical Counselling Committee (MCC). The other 50% are State Quota seats, and BFUHS counsels them. BFUHS also counsels the seats in private and minority institutions of Punjab, such as government quota, management quota, minority quota and NRI quota seats, wherever these exist.
A candidate who wants to try for both AIQ and Punjab State Quota seats has to follow both processes. The counselling covers MD/MS and PG Diploma seats in Punjab colleges, Post-MBBS DNB and Diploma seats in district hospitals (State Quota seats here are for in-service candidates), the PG Diploma in Sports Medicine at Netaji Subhas National Institute of Sports (NSNIS), Patiala, and the six-month training in Ultrasonography.
The admission guidelines and tentative seat distribution were published on 13 October 2026. The online application window is started from 14 to 18 October 2026. The provisional merit list is scheduled for 21 October 2026, and Round 1 choice filling is scheduled from 24 to 29 October 2026.

Punjab NEET PG Counselling 2026 Quotas
The quota structure in Punjab is different for government colleges and private colleges. Please do not assume that it works like another state or like MCC counselling. The sections below explain each seat type separately.
All India Quota (AIQ)
In government institutions of Punjab, 50% of the total seats are filled at the All India level by the Government of India. Candidates who want these seats take part in MCC NEET PG counselling 2026. BFUHS does not fill these seats.
State Quota in Government Colleges
The remaining 50% seats in government institutions are State Quota seats. BFUHS counsels them. All State Quota seats in the General, PwD and EWS categories are Institutional Preference (IP) seats. Reserved seats for SC and BC candidates are filled as per the reservation policy.
PCMS doctors can be considered under the IP category, whether they passed MBBS from BFUHS, from another university in Punjab or from a university outside Punjab.
Private and Minority Institutions
BFUHS counsels the seats of the private institutions listed below. The split is different for each institution, so it is better to check the final seat distribution before choice filling.
| Institution | Seat Distribution |
| DMC, Ludhiana | 50% Open Merit (Government Quota) and 50% Management Quota. NRI seats up to 15% |
| CMC, Ludhiana | Christian minority institution. Admissions follow the procedure allowed to it by the Supreme Court. The seat distribution shows IP, SC, BC, PwD (IP), Minority and NRI seats |
| SGRD University, Amritsar | 50% General Quota and 50% Sikh Minority Quota. NRI seats up to 7.5% in each |
| Adesh Institute, Bathinda | 50% General Merit seats (IP for Adesh MBBS graduates, with SC/BC/PwD seats) and 50% Open Merit seats on an all-India basis. No NRI quota |
| Gian Sagar Medical College, Rajpura | Government Quota and Management Quota seats, as shown in the seat distribution |
In DMC and CMC Ludhiana, IP seats go to candidates who passed MBBS from BFUHS. In SGRD Amritsar and Adesh Bathinda, IP seats go to candidates who passed MBBS from the same university. The seats left in the management and minority quotas, and the open 50% seats at Adesh and SGRD, are filled on an all-India basis.
If a candidate is eligible under more than one quota, the seat is given in the order of priority fixed by the Punjab Government. In private institutions, an eligible candidate is first considered against the Management Quota, so that Punjab graduates get the maximum benefit. If no such seat is available, the candidate is considered against the IP Quota or another quota. A candidate eligible for both an IP seat and a Minority seat is first considered for the IP seat.
NRI Quota
NRI seats are available only in some private institutions, as shown above. These seats are filled on NEET PG 2026 merit, in this order:
- Category I: NRIs or children of NRIs who originally belonged to Punjab.
- Category II: NRIs or children of NRIs who originally belonged to another Indian state.
If enough Category I candidates are available, they are admitted first, even if Category II candidates have a higher rank. Unfilled NRI seats go to the management quota. Candidates must first get an Eligibility Certificate from BFUHS before applying for the NRI Quota.
DNB, Sports Medicine and Ultrasonography Seats
- Post-MBBS DNB and Diploma: In district hospitals, 50% seats are AIQ and 50% are State seats for in-service candidates. BFUHS counsels the State seats.
- PG Diploma in Sports Medicine: NSNIS Patiala has 3 seats, covered under the same counselling.
- Six-month Ultrasonography training: Seats are available in GMC Amritsar, GMC Patiala, DMC Ludhiana and SGRD Amritsar. In government colleges, only PCMS candidates are eligible at first. Vacant seats are then offered to medical graduates of Punjab, and after that to candidates of other states on NEET PG merit.
Conversion of Vacant Seats
Unfilled NRI seats are shifted to the general pool. Seats that remain vacant after reserved category and NRI candidates are exhausted are converted into the general pool of the management quota in the third round, or as per the guidelines issued by MCC from time to time. Individual institutions cannot call fresh applications.
Punjab NEET PG Counselling 2026 Eligibility Criteria
Only candidates who have qualified NEET PG 2026 and meet the conditions below can apply. Meeting these conditions only allows you to take part in the counselling.
| Eligibility Requirement | Details |
| NEET PG Qualification | Must have qualified NEET PG 2026. A rank or score alone does not give any right to admission |
| Educational Qualification | Recognised MBBS degree, or a foreign medical degree recognised by the Government of India/NMC. If the qualification is found unrecognised at any stage, the admission is cancelled |
| Internship | One-year compulsory rotatory internship is required. Candidates likely to complete it by the NMC cut-off date can apply, but must submit a certificate from the head of the institution. Candidates specifically exempted do not need it |
| Registration | Provisional or permanent registration with a State Medical Council or NMC |
| Domicile Requirement | SC and BC candidates must be domiciled in Punjab, whichever university or college they graduated from. PwD candidates have no such restriction |
| State Eligibility | State Quota General, PwD and EWS seats in government colleges are IP seats. In private institutions, IP seats go to MBBS graduates of the concerned university |
| Other Requirements | Only one application per candidate. EWS certificate must be from a Punjab authority. In-service and NRI candidates need the certificates explained below |
NEET PG Eligibility and State Eligibility
NEET PG 2026 qualification is the base requirement. After that, the Punjab Government’s own conditions apply, such as domicile for SC/BC candidates, IP rules and the certificates for special categories. Where the two sets of rules differ, the Punjab rules decide eligibility for state seats.
Final eligibility is checked by the Principal of the allotted college when the candidate reports with original documents. Being in the merit list or getting a provisional seat does not confirm admission.
In-Service (PCMS) Candidates
Regular PCMS doctors with the required rural service can get incentive marks on their NEET PG 2026 score. The incentive is 20% for 2 years of service in a difficult rural area (Category D) or 3 years in another rural area (Category C), or a combination of both. It is 30% for 3 years in Category D or 4.5 years in Category C, or a combination. Rural service is counted up to 31 March 2026.
In-service candidates need the Eligibility Certificate from the Health Department, a service certificate and the signed undertaking. PCMS doctors who have completed one year of service can also apply without incentive marks and are treated as IP candidates. They need an NOC from the competent authority of the Punjab Government. Doctors working in other government departments, boards or corporations can take part only with an NOC from their employer.
NRI Candidates
NRI candidates must first get a Provisional Eligibility Certificate from BFUHS by applying with the prescribed fee. They must have a recognised MBBS, completed internship, a NEET PG 2026 qualification and medical registration. NRI status is proved with documents such as a foreign passport, Green Card, Permanent Resident Card, proof of residency or an OCI/PIO card.
Minority Quota Candidates
Candidates claiming the Christian Minority Quota are verified by Christian Medical College, Ludhiana. Candidates claiming the Sikh Minority Quota are verified by Sri Guru Ram Das Institute of Medical Sciences & Research, Amritsar. Only verified candidates are considered for minority seats.
PwBD Candidates
The disability certificate must be issued by a Designated Disability Assessment Centre notified by the Government of India. The list is available on the MCC website. If a candidate has not been assessed at such a centre, the State Medical Assessment Board at GGS Medical College & Hospital, Faridkot can assess the disability. Certificates from any other authority are not accepted.
Previous PG Admission
A candidate who took PG admission in an earlier session can apply again as a fresh candidate. However, a candidate who leaves a PG course midway and seeks fresh admission has to pay the fee for the full course (3 years for degree, 2 years for diploma) and the bond, if applicable. A candidate who has completed a PG Diploma can apply for a PG Degree course.
Punjab NEET PG Counselling 2026 Reservation Policy
Reservation in Punjab follows the Punjab Government’s policy. It applies to government as well as private institutions, with some differences by institution. The table below shows the percentages.
| Category | Reservation |
| SC | 25% |
| BC (Backward Classes) | 10% |
| EWS | 10% |
| PwD | 5%, as per the Rights of Persons with Disabilities Act, 2016 |
| Other Category | Not Available |
Open Merit and Reserved Seats
A reserved category candidate can also compete for open merit seats. Those who score equal to or above the minimum qualifying marks of the Open category are first considered for Open Merit seats. If the preferred seat is not available there, they are considered for their own category. A candidate who gets an open seat on merit is not counted against the reserved quota. Reserved category candidates scoring below the Open minimum qualifying marks are considered only against seats reserved for their category.
Candidates eligible under more than one category or quota are allotted the seat that is most beneficial to them, as long as the reservation policy is followed.
Where Reservation Applies in Private Institutions
In private institutions, reservation is not applied to all seats in the same way. The table below shows the position institution-wise.
| Institution | Reservation Applies To |
| DMC, Ludhiana | Both Government/Open Merit quota and Management quota |
| CMC, Ludhiana | Open Category quota only |
| SGRD University, Amritsar | Open Category quota only |
| Adesh Institute, Bathinda | All seats |

Punjab NEET PG Counselling 2026 Choice Filling
Choice filling is the most important step in the counselling. Candidates enter their preferences online for course, specialty and college. The software then allots the seat on merit, reservation, eligibility, the choices entered and seat availability.
How to Select Colleges and Courses
- Study the seat distribution first. The final distribution (specialty-wise, college-wise, quota-wise and category-wise) is shown before choice filling starts.
- Pick the course and specialty you really want, then add the colleges where you would be happy to study.
- Check the fee. Government and private colleges have very different fees, and private seats need a higher security deposit in later rounds.
- Check the bond. Government seats carry a service bond. Details are in the bond section below.
How to Arrange Preferences
Arrange your choices in your true order of preference, because seats are allotted according to your order. In later rounds, fill choices according to your real preference and not according to the vacancy shown. More seats can become available during allotment due to upgrades, resignations and conversion of seats.
Enter Enough Choices
A candidate who enters very few choices may get no seat. Taking part in counselling does not guarantee a seat, and the university is not responsible for incomplete or wrong choices. So fill a good number of choices, including some safe options.
Locking and Editing
No separate locking step is mentioned. Once the choice filling period ends, no change is allowed. Review your list carefully before the last date.
Punjab NEET PG Counselling 2026 Admission Process
A seat allotted online is only provisional. It becomes final after verification of eligibility and original documents, payment of the fee, submission of the joining report and confirmation by the college and the university. Payment of fee alone does not give any right to admission.
- Download the allotment letter: Log in to the admission portal and download the Provisional Allotment Letter. It is generated only after the university confirms receipt of the fee.
- Pay the fee: Pay the six-month tuition fee through the university payment gateway within the given dates. If the fee is not paid in time, the allotment is cancelled automatically.
- Report to the college: Report to the allotted college within the given period with the fee receipt, original documents and one set of self-attested photocopies.
- Document verification: The verification committee of the college checks the documents and eligibility. Its decision is final.
- Medical examination: Medical fitness is checked where applicable.
- Anti-ragging undertaking: Submit the prescribed undertaking before joining.
- Admission formalities: The Principal approves the admission after all checks. Candidates found ineligible are not allowed to join.
- Join the course: Join the course after the admission is completed.
What Should You Do After Allotment?
- If you want to accept the seat: Complete the steps above. You do not need to take part in the next round.
- If you want to try for a better seat: Join the allotted seat if you wish and submit willingness in the next round. Pay the security deposit, if applicable, and fill fresh choices.
- If you want an upgrade: Take part in Round 2 or Round 3. If you get an upgraded seat, the fee already paid is adjusted and you pay only the balance. The security deposit is not charged again if you have already paid the required amount.
- If you do not want to join: If you do not report or complete the formalities in time, the seat is forfeited automatically and goes back to the next round. Security deposit forfeiture and penalties, if any, apply as per the rules.
- If you want to resign after joining: In Round 1, submit a written request to the Principal within the period fixed for it. Free exit is available only in Round 1.
If you join a seat allotted in the third round, you cannot resign later and cannot take part in further counselling, unless the Supreme Court or the government policy allows it. Candidates who did not take part in Round 1, or who got no seat in it, can still take part in Round 2 and later rounds.
Punjab NEET PG Counselling 2026 Bond Policy
A service bond applies to seats in government institutions of Punjab. The bond is given as an indemnity bond or a bank guarantee. The table below shows the amounts and service periods.
| Category | Bond Amount | Service Period |
| State Quota candidates other than in-service Regular PCMS/PCMS (Dental) doctors | Rs.30 lakh | 3 years |
