Haryana B.Tech HSTES Counselling Process 2026 has officially begun with HSTES releasing the admission brochure on May 1, 2026 and online registration opening on May 6, 2026. The whole process lasts from online registration to the closing of admissions as per cut-off till 14th August 2026. Overview of the HSTES Counselling Process

The HSTES counselling process has four broad stages:

  • Online Registration and Fee Payment
  • Choice Filling and Locking
  • Seat Allotment and Physical Reporting
  • Institute-Level Admissions (for remaining vacant seats)

Two online off-campus counselling rounds are conducted by HSTES for all government university departments, government engineering colleges, and 75% seats of private self-financing institutes. After the 2nd online round, any remaining vacant seats are filled by institutes at their own level.

TFW, KM, EWS, and HGST category counselling runs parallel to the general counselling, based on JEE Main 2026 rank.

Stage 1: Haryana B.Tech HSTES Counselling Online Registration

Registration process can be completed through https://techadmissionshry.gov.in. The process consists of seven stages that include registration, submission of personal and educational information, selection of category/sub-category, uploading of required documents, and payment of the registration fee.

Haryana candidates are required to possess their PPP ID. Information regarding the candidate’s category, financial status, and family information will be automatically retrieved from the PPP system and cannot be edited by the candidate. All Haryana candidates must get their PPP ID verified before registration at https://meraparivar.haryana.gov.in.

Out-of-state candidates register using their Aadhaar number and apply under the Rest of Haryana Category (RoHC), which covers 15% of sanctioned intake. Registration fee: Rs. 1,000 (General), Rs. 700 (All Reserved Categories including Girls). Non-refundable.

Stage 2: Haryana B.Tech HSTES Counselling Choice Filling

Once registered and fee paid, log in to the counselling portal and fill your choices. You will see only those institute-branch combinations that you are eligible for based on your category, marks, and domicile. Non-eligible choices are hidden from your view.

Add choices in order of preference from highest to lowest. Save regularly. Lock your choices before the window closes.

Locking is strongly recommended. If you do not lock your choices, the last saved set of choices is treated as final. Once the window closes, no modifications are possible.

Fill maximum eligible choices. There is no upper limit and no penalty for filling more choices. The system processes your rank against your choices in order.

Stage 3: Haryana B.Tech HSTES 1st Counselling Seat Allotment

Choice filling for 1st counselling is from June 10 to June 18, 2026. Seat allotment result is declared on June 19, 2026 at 4:00 PM on the counselling website.

The allotment is done by NIC based on JEE Main 2026 All India Rank combined with your filled choices, category, and domicile. A candidate applying under a reserved category is first considered for a General category seat. If their rank fits, they get a General seat. If not, they are considered for their reserved category seat.

The result shows your Institute name, branch allotted, allotment status, and reporting duration.

Stage 4: Physical Reporting After 1st Counselling

The reporting dates for the 1st round of counselling are from June 22 to June 25, 2026. Here is what to do:

  • Go to the counselling website and download your Provisional Seat Allotment Letter.
  • Report to the allotted institute physically within the dates of reporting along with all original documents and 3 sets of attested photocopied documents.
  • Pay the fee for the first semester according to the fee structure of the allotted institute.
  • The institute checks and verifies your documents online through those documents that you had submitted at the time of your registration.
  • In case all your documents are found satisfactory and you have paid the required amount as fees, the institute prepares the Provisional Admission Slip for you online. Obtain signatures from the admission officer of the institute and yourself.
  • The institute registers your admission on www.intrahstes.gov.in.
  • In case there is a minor discrepancy in any of your documents, the institute issues a deficiency notice to you and gives you an opportunity to upload the rectified documents during the reporting period. In case of non-compliance of the deficiency notice, the allotted seat will stand cancelled.

Original certificates will be returned after verification. Institutes cannot retain originals under any circumstances.

Stage 5: Haryana B.Tech HSTES 2nd Online Counselling

After the 1st counselling, vacant seats and seats of candidates who did not report are available for the 2nd counselling. The 2nd counselling process is as follows:

For candidates who got a seat in 1st counselling but want to upgrade: Log in and accept the undertaking that your previous allotment will be cancelled if you get a new allotment. Refill choices with only better options than what you currently have. If you get a better allotment, report to the new institute and apply for fee refund from the previous institute. If you do not want to risk losing your current seat, do not participate in 2nd counselling.

For candidates who did not get any seat in 1st counselling: Participate directly in 2nd counselling by filling choices. You are not required to register again. Seat allotment result for 2nd counselling is on July 7, 2026 at 4:00 PM.

For fresh candidates who missed 1st counselling: Register between June 30 and July 6, 2026 and fill choices during the same window.

The 2nd counselling merges sub-categories. For example, SC and Deprived SC are merged into one SC category. BC-A and BC-B are merged into one BC category. All ESM priorities are merged. This means more candidates compete for the same pool of seats in the 2nd round.

After the 2nd counselling is complete, no further online counselling is conducted by HSTES.

Stage 6: Institute-Level Admissions

After both online rounds, remaining vacant seats in all institutes are filled at the institute level. For private institutes, this includes their 25% management quota seats (which include 15% NRI seats).

All vacant seats have to be filled by all institutes before the deadline of August 14, 2026. The institutes will have to publicize the vacant seats, draw a merit list based on the JEE Main 2026 rank, and update all admissions on www.intrahstes.gov.in by August 25, 2026.

If there are B.Tech vacant seats at the institute level, they should be first filled by JEE Main merit 2026, followed by qualification exam merit. Vacant seats for B.Arch will be filled on the basis of NATA 2026 score and qualification exam marks on a 50:50 ratio.

What Happens If You Upgrade to a New Institute?

If you get a better seat in 2nd counselling at a different institute:

  • Your previous allotment is automatically cancelled
  • You must deposit the semester fee at the new institute
  • You must physically report to the new institute within the 2nd counselling reporting window (July 8 to July 10, 2026)
  • Apply for fee refund from the previously allotted institute through email or in person, keeping a receipt
  • If you do not report to the new institute, both seats stand cancelled and neither will be restored

If you upgraded to a new branch within the same institute, you still need to report again to the same institute and deposit fees for the new branch. Apply for refund of the fee paid for the old branch.
