Centralised Allotment Process (CAP) under the Single Window System (SWS) will be utilized to allocate online seats for Professional Degree Courses such as MBBS and BDS.  This process would be carried out by the Kerala Commissioner for Entrance Examinations (CEE), with full technical support from the National Informatics Centre. 

Seat allotment will be based on the options made by candidates, the CEE rank lists (based on NEET 2025), and other relevant reservation criteria.  Candidates who appear on the KEAM 2025 rank lists for Medical and Dental courses and meet the eligibility requirements such as nativity, academic qualifications, and age can register their options online.  Only female candidates can register for options at Women’s Colleges.

Candidates must log in to the CEE website (www.cee.kerala.gov.in) with their Application Number (found on the KEAM 2025 Admit Card) and Password (established during the application process). After logging in, pick the ‘Option Registration’ menu item and follow the on-screen instructions.  Candidates can register for any number of courses/colleges across different streams (provided they appear on the respective rank lists).

  • After paying the fee, candidates must join the allotted college as per the schedule.

  • To begin the application process, candidates must visit www.cee.kerala.gov.in and click on the link titled “PG Medical – 2025 – Online Application”. 
  • They will need to enter their NEET PG 2025 Application Number and Date of Birth. 
  • A valid mobile number must be provided, and a strong password must be created. The password must contain a minimum of 8 characters, including at least one alphabet (a-z or A-Z), one number (0-9), and one special character (such as !@#$%^&*). 
  • Upon successful registration, a unique Application Number will be generated. This number should be noted and used for all future logins and allotment-related activities.

Step 2: Fill Application

  • Candidates must enter all the required personal, academic, and category-related details carefully. 
  • They can use the ‘Save & Next’ button to navigate between different sections of the form. 
  • Once all details have been entered and reviewed, candidates should click on ‘Save & Finalize’. 
  • It is important to note that no changes can be made to the application form after final submission.

Step 3: Pay Application Fee

  • The application fee must be paid online using Net banking, a credit card, or a debit card. 
  • After successful payment, the Payment tab on the application portal will turn green. 
  • If a transaction fails, candidates should attempt the payment again.

Step 4: Upload Images and Documents

  • Candidates must upload their signature and all required certificates or documents. 
  • The signature must be written on white paper using black or blue ink and uploaded in JPG/JPEG format with dimensions of 150 pixels wide by 100 pixels high. The file size should not exceed 30KB. 
  • All documents and certificates should be uploaded in PDF format, with each file not exceeding 300KB in size. 
  • All uploaded files must be clear and readable. The original documents will be verified later, and any discrepancies may lead to disqualification.

Step 5: Print Application Acknowledgement Page

  • After uploading all required files, candidates should click on ‘Print Application Acknowledgement Page’ and retain a copy for future reference.
  •  There is no need to send a physical copy of the application to the CEE office.

Centralized Allotment Process (CAP) for MD/MS Courses – State Quota

Commissioner for Entrance Examinations (CEE), Kerala provides centralized online counselling for PG medical courses in three stages, followed by a stray vacancy round.  Each step includes certain guidelines and methods, as stated below:

 Phase 1: First Round of Allotment.

  • In the first round of counselling, all eligible candidates on the Kerala State Rank List and the Service Quota Rank List can register new alternatives.  
  • General category candidates must submit a security deposit of Rs. 10,000, while SC/ST/OE and fee concession candidates pay Rs. 5,000.  
  • Seats are assigned based on the candidate’s rank, category, and options registered. If a candidate is allotted a seat and joins, the security deposit will be adjusted against the tuition fee. 
  • If no seat is allotted in this or any subsequent rounds, the deposit will be refunded after the counselling concludes.

Phase 2: Second Round of Allotment.

  • Fresh option registration is not permitted during the second round (save for newly offered courses).
  • Candidates can only confirm, change, or delete the selections they selected at the first step. 
  • Option confirmation is required to be considered for an upgrade in this round. 
  • If a candidate is assigned a seat in the first phase and confirms their options, only the higher preferences will be kept for possible upgrades, while lower alternatives will be eliminated immediately. 
  • If a candidate joined a seat in the first phase but does not confirm options in the second phase, they will not be considered for an upgrade, but their previously assigned seat will be preserved. 
  • Candidates who do not wish for upgradation can simply avoid confirming or delete all their options.

Phase 3: Third Round of Allotment (Final Round).

  • Following the second round, all remaining and newly created positions will be filled during the third round.  Fresh option registration is permitted during this phase.  
  • Candidates are recommended to register for any seats in which they are really interested, regardless of current vacancy status, as category conversions may result in new openings.  
  • This time around, a new registration fee is required.  The charge covers the annual tuition fee for government seats and Rs. 1,00,000 for private self-financing medical institutes.  
  • For SC/ST/OE and fee-concession qualifying candidates, the charge is half of the amounts listed above. If a candidate is assigned a seat and enrolls, the charge will be adjusted to the course fee.  
  • If allotted but not joined, the price will be considered a penalty and will not be returned.  
  • Candidates assigned a seat in the third round will be ineligible for subsequent counselling (State or All India).  
  • Any applicant who vacates a seat after the last day to participate in Round 3 will be regarded ineligible for subsequent rounds, and penalties as specified in the prospectus will apply.

Stray Vacancy Round

  • If any openings remain after the third phase, they will be filled via a Stray Vacancy round.  A new option registration is required for this step.  
  • If there is enough time before the National Medical Commission’s (NMC) cut-off date, additional rounds of stray vacancy allotments may be held.  
  • Candidates who vacate a seat during the stray vacancy round (or a previously joined seat after this round) must pay Rs. 50,000 in liquidated damages.  
  • Failure to pay will result in revenue recovery and a suspension from participating in PG medical allotment/admission processes for up to two years.

Self-enrollment:

  • Candidates are required to independently finish the MCC website’s registration process.
  • It is totally forbidden to use agents or third-party services for registration.

Required Data:

  • Applicants should confirm that all information submitted during registration is true and accurate.
  • Information supplied will be considered self-certified and cannot be changed or altered in any way.

Email address and mobile number:

  • Candidates must register for counseling using the same email address and phone number that they have on file with the NBE.
  • Important messages and One-Time Passwords (OTPs) will be delivered to these registered credentials.

Certificate of Disability (if applicable):

  • According to NMC guidelines, candidates in the PwD category must first get their disability certificate online from the appropriate disability boards before beginning the choice-filling process.

Instructions for Filling Online Application Form

  • Use of Registered Email ID and Mobile Number: Candidates must use the e-mail ID and mobile number provided during the NEET-PG application process (NBE) for registration on the MCC portal. These fields will be pre-filled in the counselling application/registration form. All communications will be sent to the registered email and mobile number only.
  • No Changes Allowed: Requests for changes to the registered email ID or mobile number will not be entertained by MCC.
  • Technical Requirements for Registration: Use a laptop or computer with an updated version of Chrome, Internet Explorer, Firefox, or IOS. Ensure a stable internet connection to avoid technical issues during the registration and choice-filling process.
  • Registration Period: Registration will be available at the start of each round (first, second, third, and stray vacancy rounds) on notified dates. No requests for late registration will be accepted after the deadline.
  • Document Requirements: Candidates must carry original documents for verification during physical reporting at the allotted college/institute.

MCC NEET PG Counselling Process – All India Quota

MCC NEET PG counselling process is conducted in four rounds to ensure that all available seats in medical colleges are filled. Each round has specific guidelines and procedures. Here’s a breakdown of the key steps in each round:

ROUND-1 (Start)

  • Registration: Candidates must register for the main counselling, which includes payment of a non-refundable registration fee and a refundable security deposit (refunded to the account from which the payment was made).
  • Choice Filling and Locking: After registration, candidates need to exercise choice filling for preferred medical colleges and lock their choices.
  • Seat Allotment Process: The seat allotment process will take place based on the choices made and the availability of seats.
  • Result Publication: The Round-1 result will be published on the MCC website.
  • Physical Reporting: Candidates who have been allotted a seat must physically report to the allotted medical college or institute with original documents.
  • Free Exit Option: Candidates who have been allotted a seat can opt for free exit and directly participate in Round-2 without any further registration.
  • Upgradation Option: Candidates who are allotted a seat can opt for a willingness to upgrade to a seat in Round-2 only after physically reporting to the college.
  • No Allotment: Candidates who were not allotted a seat can directly participate in Round-2 without the need for fresh registration.
  • Note: Data from the joined candidates in Round-1 will be shared with all participating states.

ROUND-2 (Start)

  • Eligibility: Candidates who registered for Round-1 but did not get a seat need not register again for Round-2.
  • Fresh Registration: Candidates who have not registered in Round-1 or those who need to re-register (due to resignation or non-reporting) must complete fresh registration and payment for Round-2.
  • Choice Filling: Fresh choice filling and locking must be done for Round-2.
  • Result Publication: The result of Round-2 will be published on the MCC website.
  • Physical Reporting: Candidates who are allotted a seat in Round-2 must physically report to the college with original documents.
  • Seat Upgradation: If upgraded, candidates must relieve themselves from the Round-1 seat and join the Round-2 seat.
  • Not Allotted: Candidates who were freshly registered but not allotted a seat can directly participate in Round-3 without the need for fresh registration.
  • Note: Data from Round-2 will be shared between MCC and participating states.

ROUND-3 (Start)

  • Eligibility Criteria: Candidates need to fresh register for Round-3 with the payment of the registration fee.
  • Registration Requirement: Candidates who have not registered in Round-1 or Round-2, or have resigned from Round-2, need to register again.
  • Choice Filling: Fresh choice filling and locking must be done for Round-3.
  • Result Publication: The result for Round-3 will be published on the MCC website.
  • Physical Reporting: Candidates must report to the allotted college/institute with original documents.
  • Seat Upgradation: If upgraded, candidates must relieve themselves from Round-2 and join the Round-3 seat. Once joined, they cannot upgrade or resign from the seat.
  • Non-Joining: Candidates who do not join their Round-3 seat will forfeit their security deposit and be eliminated from further rounds of counselling.
  • No Allotment: Candidates who were freshly registered but not allotted a seat can participate in stray/further rounds.
  • Note: Data from Round-3 will be shared with participating states for the stray vacancy round.

STRAY VACANCY ROUND

  • Eligibility: Candidates who did not secure a seat in Round-1, Round-2, or Round-3 are eligible to participate in the Stray Vacancy Round.
  • Registration: Fresh registration and choice filling will be required for the Stray Vacancy Round. Choices from Round-3 will not be considered.
  • Exclusion: Candidates allotted a seat in Round-3 and did not report cannot participate in the Stray Vacancy Round.
  • Allotment Process: The Stray Vacancy Round will be conducted by the MCC for Deemed Universities. Seats will be allotted online via a software system.
  • Joining the Allotted Seat: Candidates allotted a seat in the Stray Round must report to the college/institute. Failure to do so will result in debarment from future NEET PG examinations and forfeiture of the security deposit.

  • Permanent/Provisional Registration Certificate issued by NMC/State Medical Registration Council (Provisional Registration Certificate is acceptable only for candidates undergoing internship, to be completed by 15th August 2025)
  • High School/Higher Secondary Certificate/Birth Certificate as proof of date of birth (Essential document)
  • Identification Proof (ID Proof), such as PAN Card, Driving License, Voter ID, Passport, or Aadhaar Card
  • SC/ST Certificate (if applicable), issued by the competent authority in English or Hindi, certified by a Gazetted Officer (Essential document)
  • EWS Certificate (if applicable), as per Central Government norms, in English or Hindi, certified by a Gazetted Officer (Essential document)
  • OBC Certificate (if applicable), issued by the competent authority, ensuring the sub-caste matches the Central List of OBC; the candidate must not belong to the Creamy Layer (Essential document)
  • Disability Certificate (if applicable), issued by an authorized Medical Board for 21 Benchmark Disabilities as per the Rights of Persons with Disabilities Act, 2016, and NMC norms (Essential document)
  • NRI/OCI Sponsorship Certificate and Relevant Documents (if applicable), in original, for NRI/OCI candidates at the time of reporting/admission.
