Document-Wise Details and Important Notes
Passport Photograph
Must be recent, clear, and taken against a plain white or light background. Size must be exactly 120×130 pixels in JPG format and not exceed 150 KB. Do not upload a photograph that is blurry, edited, or taken on a phone with a distracting background.
Scanned Signature
Sign on white paper with a black or dark blue pen. Scan it cleanly. Size must be 200×50 pixels in JPG format, under 100 KB. Avoid smudges or cut-off edges.
NEET UG 2026 Admit Card and Score Card
Both admit card and score card need to be self attested. Mention “Self Attested” along with signature in the document prior to uploading.
Aadhar Card
A basic identity and address proof document. Self-attest before scanning.
Matriculation Certificate
This is your Class 10th certificate used specifically for date of birth verification. Do not substitute it with any other document.
Class 11th and 12th Marksheets and Certificate
All three Class 11 marksheet, Class 12 marksheet, and Class 12 passing certificate are required separately. Do not upload the same document for multiple fields.
School Principal Certificate – Most Important for Delhi Quota
This is one of the most critical documents for the 85% Delhi Quota. The certificate must be on the school’s official letterhead, on the prescribed proforma available at https://fmsc.du.ac.in, and must confirm:
- The school is situated within the National Capital Territory of Delhi
- The school is recognized by CBSE / ICSE / Jamia Millia Islamia / NIOS / Patrachar Vidyalaya (as applicable)
- The school conducts regular classes (except NIOS/Patrachar Vidyalaya)
- You attended regular classes in the school for Class 11th and 12th (except NIOS/Patrachar Vidyalaya)
Download the proforma from the FMSC website and get it filled and signed by your school principal before you need it.
Character Certificate
Must be in the proforma prescribed by CBSE, issued by either the Principal of the last school you attended or by any Gazetted Officer.
OBC Non-Creamy Layer Certificate Check the Date
This is a document many students get wrong. The Non-Creamy Layer certificate must be issued on or after 01.04.2026 and must be valid for the financial year 2026-27. If your existing certificate was issued before April 2026, it will not be accepted. Apply for a fresh one immediately.
The OBC caste certificate must also be as per the Central List of OBCs notified by the Ministry of Social Justice and Empowerment. State OBC lists are not accepted.
EWS Certificate
Must be issued by a competent authority in the format provided as per Appendix V. Visit the FMSC website to download the format.
SC/ST Certificate
Must be issued by one of the designated competent authorities District Magistrate, Deputy Commissioner, Revenue Officer not below Tehsildar rank, etc. It must clearly mention your caste/tribe name, whether you belong to SC or ST, your district and state, and the relevant Government of India Schedule under which your caste/tribe is listed.
If you do not have the SC/ST certificate ready at the time of registration, you can upload the acknowledgement slip of your certificate application. But at the time of physical admission at the college, the original valid certificate is mandatory.
PwBD Disability Certificate
Must be obtained from one of the designated disability assessment boards. These boards are located across 16 cities including New Delhi, Mumbai, Kolkata, Chennai, Jaipur, Chandigarh, Varanasi, and others. Do not wait until the last date. get your examination done immediately and obtain the certificate well before counselling begins.
CW Entitlement Certificate
Must be in the prescribed Educational Concession Certificate (ECC) format available on the FMSC website. It should be issued by one of the following authorities:
- Secretary, Kendriya Sainik Board, Delhi
- Secretary, Rajya Zila Sainik Board
- Officer-in-Charge, Record Office
- 1st Class Stipendiary Magistrate
- Ministry of Home Affairs (for Police personnel with Gallantry Awards)
MCC Allotment Letter
This is the letter issued by MCC after seat allotment. You cannot register on the FMSC portal without this. Download it from your MCC portal login.
Documents Needed at the Time of Physical College Reporting
When you physically report to the allotted college, carry the following:
- Printed copy of the FMSC online registration form
- Printed copy of the MCC allotment letter
- Original certificates of all documents listed above
- Two sets of self-attested photocopies of all documents
Your original certificates will be kept in the custody of the admitting college and returned only after you complete the course or upon payment of Surety Bond money if you leave early.

A. Once the payment has been made, there will be no scope for adding anything to your application form. Make sure you upload all the required documents before clicking on “Make Payment.”
Q. What if I do not have my SC/ST certificate ready at registration time?
A. You can upload the acknowledgment slip during online registration. However, you need to submit the original valid certificate while reporting to the college.
Q. Is the OBC Certificate of a state eligible for Delhi NEET Counselling?
