This counselling process, officially named the Under Graduate Medical Admission Counselling (UGMAC)-2026, is based on the merit list of NEET UG 2026 conducted by the National Testing Agency (NTA), and it applies to Bihar’s state quota seats.
Bihar NEET UG Counselling 2026 registration window opened on 10 August 2026 and closed on 14 August 2026, with choice filling and locking scheduled to close on 17 August 2026 (11:59 PM). The UGMAC-2026 Rank Card was published on 16 August 2026, and the Round 1 provisional seat allotment result is due on 20 August 2026. Eligibility Criteria for Bihar NEET UG Counselling 2026
Only candidates who have qualified NEET UG 2026 and appear in the merit list prepared for Bihar’s state quota are eligible to register for UGMAC-2026. Eligibility conditions differ slightly for government seats (which require a Bihar-linked domicile connection) and private medical/dental colleges (which are open to any NEET-qualified resident of India).

Note for candidates applying for private colleges under a general category: A candidate who filled UR/EWS/UR(DQ)/EWS(DQ) as their NEET category but actually belongs to a reserved category (BC/EBC/SC/ST) and is NEET Qualified is still eligible for admission in private medical/dental colleges and can participate in UGMAC-2026.
Bihar NEET Counselling 2026 Registration Process
Registration for Bihar NEET UG Counselling 2026 is done entirely online through the BCECEB portal. The registration process is summarised below:
- Visit the official BCECEB website (bceceboard.bihar.gov.in) and open the “Online Portal of UGMAC-2026” link.
- Register by entering your NEET UG 2026 Roll Number, name and date of birth exactly as they appear on your NEET records, for identity authentication.
- Verify your identity through the OTP sent to the mobile number and email address you had registered with NTA during the NEET UG 2026 application. Create a password for your account. Your UGMAC ID is generated once registration is successful.
- Log in using your NEET Roll Number and password, then complete the multi-step application form in order: Personal Information, Contact Details, and Educational Information, clicking “Save & Continue” after each step.
- Upload your scanned photograph, signature, and required documents, including the Ward Quota certificate issued by the Registrar of Bihar Animal Science University, if applicable.
- Check your entries on the Application Preview page. Use “Back to Edit” to correct any anomalies before final submission.
- Click “Final Submit & Proceed to Payment,” accept the declaration, and pay the Counselling Fee & Security Deposit through Debit Card, Credit Card, Net Banking or UPI. An extra processing charge applies to online payments.
- Download the Confirmation Page and Fee Receipt once payment is successful, and re-verify all entries printed on it.
Candidates must note that the mobile number and email ID registered during this process cannot be changed at any point, before or after registration. Online filling of the application form for MBBS/BDS/B.V.Sc. & A.H./B.F.Sc. is done only once, and this single registration is used for both Round 1 and Round 2 seat allotment.

Important points on fee payment:
- Payment must be made online only (Debit Card/Credit Card/Net Banking/UPI), and an additional processing charge applies.
- The Counselling Fee is non-refundable, while the Security Deposit is refundable, and it is credited back to the same bank account after all rounds of counselling end, for candidates who do not get any seat or who take admission through any round.
- If candidates applying for Self-Financed seats of B.V.Sc.&A.H./B.F.Sc. courses, the security deposit for that category is Rs. 50,000.
- If the fee amount is debited but the transaction fails, candidates must re-pay the full fee and ensure it reflects in the Board’s account before the due date; failed transactions are refunded separately in due course.

Documents for DQ (Disabled Quota) Candidates
- UDID Card issued by the Department of Empowerment of Persons with Disabilities (Divyangjan)
- Disability Certificate issued on the prescribed proforma by an authorised centre/institute
- Self-certified Affidavit stating the candidate’s functional abilities, as required under NMC’s “Guidelines on Assessment of Persons with Benchmark Disabilities (PwBD) for Admission to the MBBS Course, 2026”
- These three documents (UDID Card, Affidavit, DQ Certificate) must be merged into a single PDF and uploaded, and the same must be submitted in original at the time of physical Document Verification.
- Note: DQ candidates must obtain their Eligibility Certificate from one of the designated Medical Assessment Boards listed by MCC/BCECEB, and the minimum degree of disability required to avail DQ reservation is 40% (benchmark disability).
Documents for NRI Candidates
Candidates claiming NRI quota benefit must select “NRI” at the time of registration and upload the required documents.
Category I — NRI Candidate/Parents/Real Brother/Real Sister:
- NEET Score Card issued by NTA
- Valid passport of the candidate
- NRI Certificate issued by the Competent Authority (Embassy/Indian Consulate)
- Notarized Affidavit by the NRI parent/real brother/real sister stating they will sponsor the candidate’s course fee and living expenses, supported by an NRE Bank Account Passbook
- Relationship verification by a competent revenue authority officer (Tehsildar/Government Officer)
Category II — Indian to NRI conversion:
- NEET Score Card issued by NTA
- Valid passport of the candidate
- Valid passport of the legal guardian
- NRI Certificate of the guardian issued by the Competent Authority
- Notarized Affidavit by the legal guardian on sponsorship, supported by an NRE Bank Account Passbook
Ward Quota Documents (B.V.Sc. & A.H./B.F.Sc. programmes)
Candidates applying under the Ward Quota (wards of regular Bihar Animal Science University staff) must mandatorily upload the Ward Quota certificate issued by the Registrar of Bihar Animal Science University.
Choice Filling and Choice Locking Process
Choice filling opens only after a candidate has successfully paid the Counselling Fee and Security Deposit and submitted the application form.
- Candidates fill their choices of course and institution in order of preference and click “Save Choices.”
- After saving, candidates must click “Choice Locking” before the scheduled last date and time to lock their filled-up choices.
- If a candidate clicks “Save Choices” but does not lock them within the scheduled deadline, the choices get automatically locked once the deadline passes.
- Filled and locked choices can only be downloaded or printed after locking is complete.
- To edit already-locked choices, a candidate must first click “Unlock Choices,” which requires authentication through their password and an OTP sent to their registered mobile number/email ID.
- Choice locking and unlocking work only through OTP authentication sent to the candidate’s registered mobile number and email ID, which cannot be changed under any circumstances.
- For Round 2, candidates who have already been allotted a seat through Round 1 can edit their choices but cannot remove their Round-1 allotted choice.
- Candidates who resign from their Round 1 allotted seat, or are treated as Free-Exit, must mandatorily fill fresh choices for Round 2, because their previously filled choices become “Null & Void.”
- Candidates who did not fill choices in Round 1 (even though registered and fee-paid) get the facility to fill choices for Round 2.
- After locking, all candidates are advised to take a printout of their last filled-up choices for future reference.

Reservation for UGMAC-2026 admissions follows Bihar’s state reservation policy, as applicable on the date the online application process begins. Candidates must select the reservation category for which they hold a valid caste/category certificate.

UGMAC-2026 merit list (issued as the Rank Card) is central to the entire counselling process, since seat allotment is done on a merit-cum-choice basis.
- Final Merit List is prepared by scrutinising the NEET UG 2026 data received from NTA through the Health Department, Government of Bihar, following the applicable rules of the Hon’ble Court, MCC and BCECEB.
- Based on the All India Rank (AIR) obtained in NEET UG 2026, only candidates who completed the online application and paid the Counselling Fee & Security Deposit between 10.08.2026 and 14.08.2026 are included in the Rank Card, published on 16.08.2026.
- Candidates download their UGMAC-2026 Rank Card by entering their UGMAC ID and Date of Birth on the counselling portal.

Seat Allotment Process for Bihar
Seat allotment for Bihar NEET UG Counselling 2026 is done purely on a merit-cum-choice basis, meaning a candidate’s rank and locked choices together decide the college and course allotted.
- Seat matrix publication: BCECEB publishes the seat matrix on its website before choice filling begins, showing the seats available at each government and private college.
- Choice filling: Eligible candidates fill their choices of course and institution in order of preference.
- Choice locking: Choices are locked before the deadline, or auto-locked if not manually locked in time.
- Processing: BCECEB processes the allotment based on the candidate’s merit rank and the locked order of preference.
- Result publication: The provisional seat allotment result is published on the Board’s website on the scheduled date for each round.
- Download allotment letter: Allotted candidates log in to view and download their provisional seat allotment order.
- Document verification: Allotted candidates upload clear scanned copies of their original required documents in PDF format for online document verification by the allotted institute.
- Freeze or Float: After document upload, candidates submit their willingness as FREEZE (accept the seat, no upgradation wanted) or FLOAT (want upgradation in the next round).
- Reporting/admission: Freeze candidates must physically visit the allotted institute within the scheduled period with all original documents to complete document verification and admission. Float candidates do not need to visit physically in Round 1; their verification is done online by the institute.
- Upgradation/Free Exit/Resignation: Round-1 allotted candidates have a Free-Exit option and can exit without forfeiting their security deposit, remaining eligible for Round 2. Float candidates can upgrade from Round 1 to Round 2 and from Round 2 to Round 3. Freeze candidates who wish to resign after taking admission must do so physically at the allotted institute within the scheduled period; resignation after Round 2 admission involves forfeiture of the security deposit.

- Qualify NEET UG 2026, conducted by NTA, and appear in the merit list forwarded to Bihar’s Health Department.
- Register on the UGMAC-2026 online portal using your NEET Roll Number, name and date of birth.

- Preview and finally submit the application form.
