Haryana B.Tech HSTES Counseling Fees 2026 set for online registration is Rs. 1,000 for General category and Rs. 700 for all reserved categories for the 2026-27 session. This fee is to be paid during the online registration window which opened on May 6, 2026. Beyond the registration fee, candidates also need to know the annual academic fee for each college, hostel charges, and the refund policy.

The first fee you pay is the registration-cum-application fee at the time of completing your online registration on https://techadmissionshry.gov.in.

Payment Modes Accepted: Debit Card, Credit Card, Net Banking, or UPI. Online payment gateway service charges are applicable over and above the registration fee.

The registration fee is completely non-refundable under any circumstances. Even if you do not participate in counselling after paying, or if you do not get any seat, the registration fee will not be returned.

Annual Academic Fee – College-wise

The annual tuition and academic fee for engineering colleges in Haryana is fixed by the Admission and Fee Regulatory Committee (AFRC), Haryana. Fees vary by institution type: government colleges have lower fees compared to private self-financing institutions.

Hostel and Mess Charges

As per AFRC guidelines for the 2026-27 session:

Institutes must display their hostel and mess charges on their notice board and website. Boarding and lodging charges include water, electricity, reading room, computer centre, gym, sports, and necessary furniture.

Admission Data Management Fee

Rs. 200/- per admission is charged one time by HSTES for all admissions in self-financing institutions, including institute-level admissions. This fee is collected from admitted students by their respective institute and deposited into the HSTES account.

Tuition Fee Waiver (TFW) Scheme

The TFW scheme under AICTE provides complete tuition fee waiver for eligible students. Here is what it covers and who qualifies:

Eligibility: Sons/daughters of parents whose annual income from all sources does not exceed Rs. 8 lakh. Income is verified through PPP ID for Haryana candidates.

What is Waived: Only the tuition fee as fixed by the State Fee Committee. The candidate has to pay all other fees including development fund fee, student fee, hostel fee, examination fee, and prospectus fee.

Number of Seats: Up to 5% of approved intake per course per institute. These are supernumerary seats over and above the regular intake. TFW seats are available only in courses where at least 50% of the sanctioned intake was filled in the previous year.

Counselling: Counseling process for TFW takes place parallel to the counseling based on JEE Main Rank for 2026. Candidate needs to apply for TFW category in online registration.

Fee Refund Policy

Registration Fee: The registration fee of Rs. 1,000 or Rs. 700 is non-refundable in all cases.

Semester Fee Paid at the College: The refund policy for semester fee paid at the allotted institute follows the AICTE Approval Process Handbook 2024-27:

  • The last date for full fee refund is July 31, 2026.
  • Refund must be completed by the institute within 7 working days after the candidate’s withdrawal.
  • Institutes cannot retain original certificates under any circumstances.

Fee Refund in Case of Seat Upgradation

If you get a new seat in 2nd counselling and your 1st counselling seat is cancelled, you must deposit the semester fee again in the new allotted institute. Then apply for a refund from the previously allotted institute at the earliest, through email or in person, before the last date of refund. Keep a receipt of your refund application.

Scholarships Available After Admission

After getting admission in institute, one can avail himself/herself of the following financial aids:

Post Matric Scholarship (Government of India): Scholarships for SC and BC students having annual family income below Rs. 2.5 lakh. Provides tuition fee, development fee, student fee, maintenance fee, and examination fee.

SCSP Scheme (Haryana State): Tuition fee refunding of SC students having family income ranging from Rs. 2.5 lakh to Rs. 3.5 lakh. Transportation facility (Rail/Bus pass) for all SC students who do not live in campus hostels.

For both schemes, Aadhaar number is mandatory. Candidates must maintain 75% attendance per semester and appear in at least one theory paper to claim scholarship benefits.
